Director of Engineering (Licensed Professional Engineer)

The Port of New Orleans is in search of a Director of Engineering. The Director of Engineering will lead a multi-disciplined team of professionals responsible for all aspects of the Port of New Orleans (Port NOLA) and New Orleans Public Belt Railroads (NOPB) Capital Improvement programs.

Candidate Profile:

This position is an Engineer 9 in the Louisiana State Civil Service classification system. This position requires knowledge in various engineering fields such as industrial, civil, transportation, structural, marine, mechanical, & electrical. This individual must also possess a strong background in construction principles, contract administration, project management, public bid law, arbitration, conflict resolution, and surveying. Exceptional oral and written communication skills are required. The preferred candidate should be technically competent, motivated to develop creative solutions and continuously coordinate in an environment of changing priorities, and able to exercise sound independent judgment.

In your role as Director of Engineering, you will:

  • Be responsible for managing all aspects of the Port NOLA and NOPB Capital Improvement Programs which consist of the following departments and functions: Engineering, Permitting, Construction, Technical Services, and Program Management.
  • Be responsible for building a solid reputation for professional accountability and integrity through the development and management of policies and operational systems, open and transparent consultant selection process, effective and respected dispute resolution process, and adherence to public bid laws.
  • Serve as the lead project manager on special projects to include direct oversight of engineering consultants and in-house staff.

Essential Functions:

  • Supervise the Engineering Department, which is responsible for:
    • Project conceptual design
    • Management of engineering design consultants
    • Performance of in-house design development
    • Coordination of project bidding
    • Review and issuance of permits to tenants
    • Application for permits from outside agencies
    • Project documentation
    • Project schedule management
  • Supervise the Construction Department, which is responsible for:
    • Ensuring contract compliance
    • Implementation of quality management plans
    • Management of construction inspection consultants
    • Performance of in-house inspections and reporting
    • Management and negotiation of change orders
  • Supervise the Capital Programs Department, which is responsible for:
    • Capital investment planning
    • Contract administration for professional services and construction
    • Processing invoices for professional services and construction
    • Grant applications & grant management
    • Management of CAD services and record drawings
  • Directly supervise three positions (Engineering, Construction, and Program Managers) and indirectly supervise eleven professional and technical staff as well as all required professional consultants
  • Ensure seamless coordination among Engineering, Construction, and Capital Programs
  • Foster a positive work environment and develop a continually educated and technically competent staff
  • Manage project prioritization for various major repairs and upgrades to Port infrastructure, including cranes, wharves, fenders, utilities, movable bridges, roadways, railways, buildings, etc.
  • Manage department budgets
  • Approve capital improvement project documents for implementation
  • Present engineering items at public Board meetings
  • Coordinate and partner with outside agencies such as the Department of Transportation and Development, U.S. Coast Guard, and U.S. Army Corps of Engineers
  • Coordinate and partner with other Port Departments such as Real Estate, Sustainable Development, Commercial, Operations, Legal, Records, and Maintenance.
  • Respond to natural disasters and other emergent situations (ship allision, equipment failure, etc.) at Port facilities
  • Investigate, evaluate, and recommend new technologies and policies to improve capital improvements projects and programs

Education & Credentials:

Candidates must possess a Louisiana Professional Engineering license and have a minimum of eight years of professional engineering experience with at least 2 of those being in a supervisory role.
